if its possible how can u install hrp on duke nukem 3d megaton so i will see hrp in steam duke nukem

You can't do that on Megaton edition but there are a couple of guides which can show you how to install it on the Dos version (classic version).

I wouldn't bother installing 3d models onto engines that do not even make use of their normals. Ironically it would lead to an even more flatter appearance

If you want to use the HRP on Megaton, you should use the older (non-"Polymer") version that doesn't use normal maps etc.
