Does the frame rate matter?
Last I checked, my fps would be at 1000 something but the screen kept tearing. I turned on vsync and it solved the problem but suddenly the game felt more sluggish and very choppy.

Did capping the fps at 60 cause this and if so is there any other way to solve the screen tearing?

I've tried using the fix with borderless gaming but the bottom of my taskbar or wallpaper is always showing, like the games not stretched out enough

Enable Vsync with your driver settings. It solved the choppiness for me.

Or VSync off + capped FPS @ 60 (both ingame) it should be enough
