I think it has less to do with being fair and more to do with the difficulty that could arise in attempting to merge profile data from the beta with the live RO2 stat database. If it were a brand new game then perhaps it would be easier, but as it stands they already have existing achievement data to work with, and merging could get messy.
Also, allowing beta data to persist devalues the preorder unlock bonuses, and I'm nearly dead certain that class progress has been sped up for the sake of testing in the beta.
Why should they?
Which group of testers do you mean though? Open/Pre-order ones or the Closed ones?
To me the achievments don't mind as a lot of them are pretty easy to get again.
