Do I need to install this to access new updates?
So do i need this to play the new maps and new features? If yes, can I copy my Rising Storm/ Red orchestra 2 and paste it in its folder so i can save from download time?

Yes you can. That's why I said "yes to everything". Just make sure that the copied folder is renamed to "Rising Storm Beta," that way Steam rediscovers the files and downloads only what is required.
