When lv up we get points but i feel confused when trying to use them
why I cant add them straightly? I have to reduce someplace and then add to another place..is that how it really works???

the idea is a noob player's character is only disadvantaged in the lack of options they have to change its play style. the only advantage a veteran player's character has is that they can change the playstyle a little bit to their liking. it's like guild wars...every person has the same amount of total skill points/skills/armor. it's supposed to come down to pure skill as opposed to who plays the game like a (2nd) job and grinds out better gear.

I agree that the skill points are strange and feel very pointless. If you can't surpass another player's stats, there is no reason to bother leveling up.
The reason is to make the character suit your play-style more. While the progression options don't make you more powerful, they do allow you to make the character suit YOU better. So, maybe you want fight with a lot of movement, you can get extra speed in exchange for energy or armor - which you may not use as much.

Yea shaman's spiritrual armor is useless

Or... you could make it so we don't have to "level up" to do this. That would be more fair.
