I found that deleting Documents/My Games/Oblivion folder, and then restarting the game worked. After that, I reset my resolution in-game and it worked just fine. Good luck!

This is a common problem for steam games, see Application load error 5:0000065434. The short version is Oblivion.exe is locked by Steam and won't run without Steam.exe. This problem is especially apparent if you installed Steam and Oblivion on different drives; you have a couple solutions:
1. [not recommended as this is a short term fix]copy and paste a copy of Steam.exe into your Oblivion folder - this might not work, if so, go to step 2.
2. run command prompt (run-> cmd), make sure you are inside the Oblivion folder. For example, if you installed Steam on d:\steam\steam.exe and Oblivion on e:\steamlibrary\steamapps\common\oblivion\oblivion.exe. For those unfamiliar with command prompt here are the commands:
e: [hit enter, hereafter refer as ENTER]
cd steamlibrary [ENTER]
cd steamapps [ENTER]
cd common [ENTER]
cd oblivion[ENTER]
mklink "steam.exe" "d:\steam\steam.exe"

Or use the shorter version
e: [ENTER]
cd "e:\e:\steamlibrary\steamapps\common\oblivion\"
mklink "steam.exe" "d:\steam\steam.exe"

After mklink make sure Steam is running in the background and logged in before you launch the game.

I had this very issue, and solved it by running Oblivion from the Steam Application, and only needed to do it this way for the first time. Once it completed its initial setup, I was able to launch it without using the Steam Application from the normal exe.
If you have OBSE you have to boot through Steam.

Run Steam.Exe as Admin and everything will be just fine.

OK firstly, just opening CMD from the directory (ie shift clicking and opening CMD) will not work, you have to run CMD as admin to do mklink and this method does not open an administrative. Secondly, I might be wrong about this, I'll have to try it and see, but....I'm pretty sure you have at least part of the syntax wrong here.
Also why do you use "d:\" as the example for the drive Steam would be installed to? The D drive is always reserved for the CD/DVD drive.
The way this is written is very confusing.
It should be, in any normal circumstances, the following:
mklink "steam.exe" "c:\program files (x86)\steam\steam.exe"

I know this post is old but my solution was to place the "Steam.exe" from (Computer/ Local_Disk C/ Program files x86/ Steam.

And then i placed it to the Oblivion folder (Where the Oblivion.exe is)

This is only for people who use steam games on different Local disks
