Also, did you per chance join the Imperial Legion after accepting this quest but before finishing it? Being affiliated with the Legion afaik means that Varro won't talk to you about the topic.
Before that, one will tell you a "Rumor" about Varro having problems getting to to the corrupt Magistrate and needing to get "through the system". The first time you get those responses, you will get a notice of an automatic update in your Journal.
I got it to work after following EPIC YAY's post:
Hope this helps someone.
1. I went to the South Wall Cornerclub, and talked to multiple people about "latest rumors", until the bartender eventually gave me a second journal update: "I was told that...". This is not enough though.
2. Now you need to ask people "little secret", and they will tell you Larrius is looking for you. This is the final entry you need to talk to Larrius.
I loaded an earlier savegame, and this confirmed that it doesn't matter who you talk to in the South Wall Cornerclub (our outside?), you just need to talk about the topics multiple times to people that like you. In my case most had 82 disposition due to my Thieves Guild questing. Also, I killed one of the targetted people beforehand, but I don't think this matters. This was for another quest (murder of Hlaalo).
