Fallout 3 crashes please helps

So my Fallout 3 used to be very annoying on my laptop so I stopped playing. Now that I have a computer I decided to try again and of course, it doesn't work.

What happens: The launcher works fine and even checks my specs, but once I hit "Play" it starts up the opening titles for like 1.5 seconds and crashes.

What I have already Attempted: The Fallout3.ini method and the Games for Windows Live method

if you have intel integrated graphics, and your game crashes after clicking new game BUT BEFORE THE INTRO MOVIE PLAYS, then you need d3d9.dll

either that or you have some goofy resolution set in fallout launher/options

I'm using an Nvidia GeForce GTX 660 but thanks for the suggestion! I can play in windowed mode and that's fine with me.
