they are vanity items for steam
games with steam cards allow to collect these digital cards respective to their games.
once you have completed the set you will be able to craft a badge which will allow you to display it on your stream profile if you wish to show that youre a big fan of the game it belongs to
you will also get emoticons related to that game which you can use on the steam community or chats and wallpaper (maybe?) they may also include discount coupons for other games and other goodies
however, you only get half of the trading cards needed to complete the set to craft a badge
for example: game X has a total of 8 cards meaning you will only gain 4 cards by playing the game and after that you will need to trade with other players or purchase the cards through the community market to complete the set of cards
alternatively you can also sell the cards you gain and skip completing the set together, its your choice. if you sell the steam trading cards on the community market you will gain money for your steam wallet which you can then use to purchase other steam games, it cannot be transfered back to your bank for uses outside of steam.
to be eligible for trade you must enable steam guard for at least 30 days prior to trading (i think) and keep a good VAC record (dont break rules, dont cheat etc)
Wait, by backgrounds you mean menu backgrounds don't you? nothing about stage was said.
