EDIT: Can this be stickied? This is a question im sure alot of server admins have, and Sourcemod effectiveness is pretty limited in this game
I can log in, and I can use many commands like status, help, kick, etc. What I can not do is exec something. e.g. when I try to issue a server.cfg change via "exec private" the java consoles says:
"SteamCondenser Exception."
on the remote machine this error isn't printed, and if I use the exact same wording "exec private" directly on the remote machine it works. What am I doing wrong?
Google gives me many posts about something might be broken in the api.

I have made 1 modification to the version available from SourceForge, I have added the RCONPORT variable, as the stock version is bound to port 27015 which is not practical.
['SteamAppIds'] = "0-199";
to
['SteamAppIds'] = "1-199";
Once you reopen HLSW it will let you use RCON commands with no issues.

Then I can use rcon commands & track who's on the server. Works fine. You can't join the Server through that tool because of that it thinks the Servers are HL2, but it works great for RCON.
