Pricing bug?
It says 29.99 per expansion, which would be ridiculous for a single instrument. Probably you meant 2.99?

You definitely get more than one instrument in each expansion, or at least multiple instrument programs.

You can go through Digital Sound Factory's catalog to see exactly what you get in each expansion and also listen to a sound demos:

Most VST packs will come with a multitude of instruments or at least different pre-sets on the instrument if you get something like a synth pack. But yeah, I don't think they quite understand how new to this many of us on Steam are yet - but their pressence on the forum answering questions is pretty impressive so far. I'm quite happy with my purchase. Just got the "guitars" pack, going to check it out tonight :D I can make a "Lets Play" style video for you if you like.
