Edit: Also, the ~/Steam folder's default location has changed to ~/.local/share/Steam, and since it is the game repository, it will never be going away completely. I think that Valve is still receptive to where the proper location of the game repository should be put, but the benefits of the new location needs to be clearly explained over the current layout.
but anything you have in /home/*/* has to be installed for every user on your machine. okay, most systems are 1-user systems, but i, for one, share my pc with my younger brother so he can play some portal. i don't like downloading and installing it twice. steam is already keeping the archives of the game and the game itself on your harddrive (twice the space). if you have to do that for every user you end up using a large multiple of the minimum space you realy need (for 2 user 4x the space).
