Issue Report: [resolved] Reinstall Makes Games Unusable
Anyway, my computer crashed or something, and for some reason ~/Steam/steam.sh was blank. I had to remove it and Steam asked me to install it again, and it did. And I think the install went okay, and steam runs now, at least after the recent update.

Unfortunately, none of my installed games exist on the install. I checked the SteamApps folder, and the files where there, and looked to be intact. The entries in the game list are greyed out, and clicking the install button presumably starts the installation.

No no no! Its because Steam moved its folder from ~/Steam to ~/.local/share/Steam
Move your SteamApps folder there. Listen to me.

Yep, that seems to have worked. Symlinked the latter to the former and forced Steam to download itself again, and all my games are there! Yay!
