And I would always try an update of my system software (e.g " sudo apt-get update && sudo apt-get upgrade " into your terminal)

install new kernel
update your system
if possible upgrade to 13.04
Install "sudo apt-get install indicator-cpufreq" and reboot, and then put your CPU frequency at PERFORMANCE
Do whatever you want, but don't buy a new card yet. It's too soon. Probably, as Albart said, install the latest Catalyst Beta, a lot of users reported performance improvement with it.

You can get these windows images for free anyway and use as long as you want without activating.

ps: install kernel before lastest drivers.
I'm not talking about minor improvements to performance by lowering graphics, I'm talking about the possibility that your card/driver doesn't handle certain graphics options correctly which is giving you a very substantial performance drop.
If you play with the options you might just find only 1 or 2 options you can turn off which will make the game completely playable for you.
For example, at one time in TF2 there was a single option I could turn off to give myself an increase of 40FPS.
(the problem isn't there any more so I can turn that option on, but it just goes to show you that it's possible)

For how long have you been a Linux user?
USUALLY you don't need to restart unless it's something related to the kernel or drivers, as happened here.
It's a lesson learned today =)
