I'm afraid you're mistaken, those repositories do not include the latest build. The final two digits are always higher than the ones available in the repositories if you're lucky enough to get a build with the first three digits identical. Also I think you meant 313 as 318 does not exist in the xorg-edgers ppa. They are not fresh releases, and there are rather poor results for 313. Is it a beta version? It certainly sounds like it.
(I meant 313.18 instead of 318, sorry!!!!)
The latest 313.18 is "stable" from NVIDIA.
Xorg-edgers PPA ( https://launchpad.net/~xorg-edgers/+archive/ppa ) has the following build target:
with package version:
which produces the package
which can be installed via apt-get. Meaning:
is all you need to do!
Much safer than installing via the nvidia installer and (needlessly, [nvidia blacklists novareau automatically]) blacklisting things. I know it's anecdotal but I've REALLY been bitten by the manual installer in the past, Xorg-swat and xorg-edgers has always treated my well.
EDIT - In the late edit I can see the package listed near the bottom. I shall add this into the thread as another method if it's okay with you.
That PPA has 313.18 for Raring, Quantal and Precise. Are you on Oneiric? Otherwise, I'm not sure what to tell you other than... use CTRL+F, it's definitely there.
I know, because I use it on several different systems.... they all have 313.18 running on them via this PPA.

Ah, well, PPAs work in Debian, you just have to add them manually :) I understand not all debian users love PPAs though :) I assume most users here though are likely to have installed Ubuntu.
I've actually only attempted PPA once, on Ubuntu and it turned out bad. I've always preferred to do it manually because on FreeBSD we're forced to, and it's not a pleasant or very rewarding habit.
