Well, that just means the people would be able to defend themselved but they could still be overwhelmed by the size of a siege. If the game is saving the information relating to what sieges would have happened when you have them turned off (similar to what happens if you have them on but a wall around the entire outer edge) then it could be seen as game breaking.
Getting hit by 30 sieges worth of mobs all at once because you decided to try them out once your town was built up seems kinda ridiculous. Still, at least this is an easy enough bug to avoid.
The thing with townies not able to move is a bug that should be fixed in next version. Anyway I am on 2 year in october. Have 240 people and on -16 level dungeon and no guards (because more guards you have less chances of sieges happening, if I remember god). Did not activate sieges for i think around 1 year and 5 moths.
I put sieges on easy, the first one was 4 spiders after few days, the second one happens after around 5 days and was 4 evil badgers.
I reloaded than the saves, and put sieges on insane. First siege happend after 4 days and i got a insane number as expected, around, i don't know 500 gels maybe, with 100 hobgoblins,100 zombie and 100 wolfs. To fight them you will need to use a lot of traps, and I mean a lot. It was a real color fest... so beautiful xD.
So if you do not want to get huge, or insane number of monsters attacking you play it on lower difficulty. If on lower you still get insane numbers, than i think it is a bug. The last dif are a challenge, you will need to build a tower defense game with mazes of traps.

Well looking now after they killed my town, there are less monsters when it comes to wolfs, hogoblins and zombies, probably all together around 200. But there are a lot of gel monsters xD
edit: because it was the only way I could think of at the time to break sieges without townies.
The freeze breaks if no townie can path to monsters (eg; a locked door) and frozen townies seem not to starve
Late game sieges can be that big consistantly, wether or not the game had sieges disabled for awhile.
