is this close to photoshop

i am trying to make a game i looked online found what kind of programs i will need and photoshop was one of them its one of the 2 programs needed to create some textures for the game and stuff photoshop is $700 so am looking for something similer to it for a cheaper price so does this have atleast 75% of the tools photoshop does and what r they whay doesnt have or if theres anorther program i can get thats closer to photoshop for around $50 to $75 and maybe $100

Gimp? It's free. :) But not as good as photoshop.. hehe. You can try pixelmator 30 USD.
