Why's it all the awesome games? :(
Normally you can just look up (Insert Game Here) Steam Icon and you can find an image you'll be able to use as your icon, but that's not the case with Thomas Was Alone
1. Download it from here[docs.google.com]
2. Put it in \Steam\steam\games (not necessary, but that's where the other games' icons are)
3. Right-click on the shortcut and select 'Properties'
4. In the 'Web Document' tab, click 'Change Icon...'
5. Click 'Browse', navigate to the icon, select it, click 'Open', 'Okay', 'Okay'
6. Profit! (or at least go enjoy the game)

Btw, I know this is an old thread, but I think this could be helpful for people like me who were searching for a solution to the issue, since this thread is one of the first results when searching for "steam games don't have icons", or similar.
