So fast in fact, that I at any one point will have 2-6 unused skill points saved up just because I want to make sure I am able to buy the more interesting skills as they become unlocked or because I want to wait until I know I'll be using that skill repetitively.
IMO, you should move on. When you have better weapons and skills, then try to get the bonus.
Also, I have noticed loot indicators on my map where I cannot locate the stash (this would be near the buildings very near to the first hunting ground. Should I be able to find these early on?
Just leave the dog for last, once you knife all the guys then just shoot the dang dog. Once all the guys are killed you can make all the noise you want

TL;DR : after silently taking down all the guards, look around for the dog, preferably have the "cook grenade" skill to cook a grenade and then throw it at the dog so that it dies immediately without detecting you. if you didn't take that skill, throw a rock at whatever spot you feel is best, then immediately throw the grenade at the same spot, I however have not tested this so I can't promise results.
As people have pointed out, taking out the guards with planned takedowns or silencer headshot kills is completely fine, the problem is that this early in the game, you have a limited amount of firepower to deal with the dog quickly without alerting it, but the grenade is capable of doing so.
As I'm guessing most people do, the strat is to take out the guards first (there's 5 of them), from the side where Dennis drops you off, the dog will hang out in the top right corner of the outpost, try to not alert it as best you can while taking out the guards to make it easier for yourself to manipulate it later on.
Once you're done with the guards, scout around for the dog's location, imo it's easier to have it directly in front of you, but you don't need to know exactly where it is just have a good idea to be able to lure it towards it's death.
Then it's best to have the "cook grenade" skill, so that you can lure the dog to a location (skip this part if you already know exactly where it is), cook a grenade (wait for 3 ticks before throwing it), throw it onto the dog and boom, you're done. I have only tested this with the cook grenade skill but I'm assuming even without it you could lure the dog to a location, immediately throw a grenade as it runs towards it and it should get blown up as soon as it gets to where you threw your rock at.
The undetected bonuses for outposts allow for more options than you'd expect, you can make noise, you can blow stuff up, the enemies can be on alert, but as long as an enemy doesn't fully detect you, it will count. Cooking grenades to take care of any enemies left in an outpost """""silently"""""", damned dogs included is a good option, .... which I feel stupid for not having realized until now.
