If it's lag: check you don't have any network activity on a regular basis (e.g. a cronjob on a apache setup, scheduled updates - e.g. iTunes, torrents or a bandwitch hogging housemate?, or reset your router, if on WiFi try a cabled ethernet connection)
If it's FPS: could be a multitude of things - many suggested already. First (if Windows PC) try: open up your task manager (CTRL+SHIFT+ESC) and close any processes you don't need - especially those with large memory or processor usage (check them if you're not sure - a google search will quickly tell you what they are), open up your power settings -> performance, check you have latest BIOS firmwire, graphics drivers, clear your temporary files etc, defrag.... hopefully something there will help? There are ENDLESS other tweaks and optimisations you can perform. If you've installed lots of downloaded junk you might have your system infested with lots of (not necessary malware, but) rubbish that eats up both your system power and network.
