Yes, i think G-man is an alien reptilian shapeshifter infiltrator sent by the combine. When the vortigaunts were invaded i bet there was a G-man there aswell but instead of being human he would have been vortigaunt.
But what should be the purpose of kill more Vortigaunts, bullsquids and others races of Xen in the proccess? Why not talk with the military commands first? Talk directly with Adrian and their squad.
About what's him, I personally think he is a prototype of Aperture, like Atlas, but intended to interact with humans naturally. "But how? To the year we talking they didn't yet perfected that technologies" Yeah, they can't create (or prefectionate) a robot at the moment but yes a teleporter. And even then, travel to another dimensions with the right equipment like another teleporter (when i see this was like "wow, very oportune").
Also, how do you explain he can get into the screen in HL 2 : Ep2? I think he infiltrate himself and project his image into the monitor. Plus, he know pretty well how to use the portals in HL, he must know too how to handle the portal device.
