Also, I have question - does anybody here have rooted Shield or Tegra 4 device? HL2 stores configs and saves in /data which is tricky to modify without root access. If we can edit the configs we can probably open the console.
The game is strictly for the Shield.

I'd have to agree with this just from playing it on the shield, it has no touch controls, and it only works with the shield's own gamepad, even plugging a moga or w/e into a shield and I'd guess also tegra 4 phone wont work. Kinda sucks you cant run hl2 projected to a tv in the shield's closed lid console mode (covers the joysticks and face buttons), but w/e it's still a really solid port.
I did research yo. Just because you can't buy it for non-Shield devices doesn't mean it doesn't work on them. This game works on devices with Android 4.3+ and Tegra 4, although it requires XInput controller.
