The game will let you jump to the fence at the opposite side of the
RR tracks but won't let you past over the fence to the ground

OK I take it back, once on the fence you can run to the right and drop off to the platform one always uses to gain access to the short ladder. However the act of setting up the EBs, and climbing to the top of them takes too long, the train is already passing by.
