Sound messing up

I had an issue with OpenAl missing in the game files which I then re-installed and double checked by verifying game cache. The issue still persists, the sound is on but is all mashed up like a bad remix and is awful so have to play on mute, can anyone offer any solutions?

Have you did this?
Right-click on the game in your library -> Properties -> Local files -> Browse local files -> _CommonRedist -> OpenAL -> 2.0.7.0 -> oalinst.exe.
