Linear gameplay?

Hi, just got to the first city but so far gameplay seems to take place in a very linear world..does this develop itself into an open world game?

Finish the main Tortage quest and leave the island. The mainland is a lot more open and you're free to go wherever you want. There's a main quest line that you finish by level 80, but it's something you only pay attention to like every 20(?) levels.

I was so used to doing the linear Tortage quests, that I wasn't sure what I should be doing after I left. You could explore or do whatever.
