I have Street Fighter IV working fine.
All I had to do is install the latest version of Games for Windows Live (GFWL) to get it working.
The latest version of Games for Windows Live (GFWL) can be found here:

If you have an old version of Games for Windows Live installed, you should uninstall it before you install this new version of GFWL.
I’m using the latest version of Windows 10 (Creators Update) to run Street Fighter IV.
I got it directly from Microsoft's website:

Street Fighter IV has worked on every operating system I’ve tried it on and that includes Windows 10, Windows 8.1, and Windows 7.
Press the Home key on the keyboard while playing Street Fighter IV to access the Games for Windows Live (GFWL) menu. Make sure you sign into GFWL. You will need a Games for Windows Live account to sign into GFWL. The game has saved everything for me, including game settings and the characters I unlocked, such as: Sakura, Cammy, and Rose.
Games for Windows Live (GFWL) games still work for online gameplay if you use the latest version of it.
