Is the fight against him supposed to be incredible, unfairly hard, or do I just suck at this game? Even on the lowest difficulty, I still can hardly touch him.

SEEETH my favorite fighter!!! you just need more practice. after a while you start to see the patterns in his attacks so you can easily counter them

Don't jump in towards him, or he will grab you nearly every time.

The easy thing abot fighting the CPU is that each character was programed to make always the same mistakes and your goal should be to find the weak point out. To me it doesn't make much sense to fight the CPU since he acts completely different than a human...CPU got incredible reactions which is faster than a human could ever react but is dumb enough to get constantly hit by some zangief's lariat mashing as example...
