I have done everything to get my torps to hit the water without detonating. My plane is white and I'm going slow at as low as 3 meters above the surface. every time they detonate, what am I doing wrong?

there is some ideal altitude - 3m are below. This is marked in the marker during the torpedo drops-airplane should be white and aligned with the horizontal lines. Ideal altitude is around 45m
Type 91 torpedoes - the Jpaanese Aerial Torpedoes - had a launch height of 40-300 meters. Higher and it couldn't stabilize the dive, lower and it could start skipping the water. Launching at high speed - 300 knots - would have a much narrower envelope.
