I have the Repair skill but when I try to repair my weapon or armor it doesn't work, am I doing something wrong???

To use Repair you right click on the ground, the cursor turns into a hammer and anvil, and then you left click on a piece of equipment with less than full durability (either equipped, in your inventory or on the ground).

If the durability is higher than 60% of the maximum, you will not see a difference with Repair level 1 (it will repair up to 60%, rounded down to the nearest integer). If the maximum durability of an item is one, you need Repair level 5 (100%) to fix it (anything less gets rounded down to zero).

wait still when I try to repair a broken weapon that is unusable, it doesn't work.

It shouldn't matter if the weapon is completely broken, or not. If the maximum durability is 2 or higher, even level 1 Repair should fix it (up to 60%).
Did you try unequipping the weapon first? That shouldn't be necessary, though, AFAIR.
Can a merchant repair the weapon?
