sure. Lose Flordia, California, Texas and New York and win every other state.

I have this achivement. I don't think you can do something special for that. You receive it automatically in one of your winnings, when global absolute voters voting for you slitly less than for you oponent, but sum of state votes you receive more then your opponent (so finely you win). Simply win a couple of times, and you have a chance to receive this achivment.

i finish with having all states except TX, CA, NY, and FL, but still won both popular and electoral votes. even if state lost, popular vote could be high there.

Don't win all the big states, such as TX, FL, NY, CA

concentrate on small population states and practically ignor the big ones, try to only get a small majority of states.

The way it works is you would have to have to get close wins in the states you win, but get blown out in the states you lose, which would be especially helpful if it's the big Electorial College states. Winning a 10 vote state 48-45 leads to a win around 100k, but losing one of the big ones, 20+ votes, 55-40 would mean a loss of over 500k, if not 1M.
