Actually, it says "Clean up the streets with friends in split screen co-op multiplayer competition or solo" Not real sure where you got online multiplayer from??? My brother and i played splitscreen on 360 and had some fun. Got bored of it kinda quick though.

local co-op only. You can flag the game on store page, and report to Valve that the publisher lied about multiplayer and the tag should be removed, leaving the "local co-op" tag remaining.

Noone lied, the store page describes the game very accurately.

I guess you didn't know that playing local co-op with your friend is not multiplayer, its actually singleplayer.

You can go ahead and ignore the english language all you want. It doesn't make you right. If more than one player can play at the same time, it is a multiplayer game. In splitscreen mode, you are both in the same environment at the same time. You are a troll or an idiot.
