Cortex Command not wanting to download any mods?

I've been having a problem for the past couple of hours with trying to get some workshop mods downloaded. My game does the steam workshop at start, then says network delay, before going into offline mode. It worked fine this morning it just stopped completely.

It's doing this to me too, I just subscribed to several mods, and ..looking at my workshop mods folder, it has downloaded, like a -third- of the mods, going to restart it, delete -all- mods, and just try again...
