There IS a way to make it skip the first time setup though, but I can't remember what it is. If you go to the PROPER steam forums for this game (not these new "discussion" forums) there is a whole thread about it, and that tells you how to do it.
Also the game puts your saves in a couple of different places, depending on whether you are using cloud storage or not. I had trouble because I enabled cloud storage and then disabled it later and I lost all my saves. Had to hunt down both save folders and place the saves from one into the other and vice versa so it would load my recent save files.
I have the problem myself, but I did the trick of making it ignore it so. So now the first time install thing flashes up but the game launches before it even starts installing all that rubbish.
If you just find that workaround, it's very simple if memory serves, you should have no trouble after that. It's on the forums somewhere

That should do it (unless that gets deleted because it is a link). That's all I did. It doesn't stop the launcher from trying to do the first time setup, it just stops it from actually going through with the whole thing. On mine it just briefly flashes on screen and then I go to the actual game launcher and from there to the game without trouble.
I would honestly try that before deleting and downloading the whole thing again from GoG
To fix your problem, simply go into the directory where witcher 2 is installed (Default C:\Program Files (x86)\Steam\steamapps\common\the witcher 2), and rename the folder called 'Redist' to anything else like 'Redist_old'.
It will no longer try to run the .NET installer each time you run the game, and it is perfectly safe to do this.
