Can only point one point in each skill...help

I didn;t realise that each skill had 2 levels, I am at level 8 now and only have the option of putting one skill point in each level. it says 1/1 when selected or 0/1 before I select it.
I did have combat rebalance mod installed but removed it and started a new game...
Any ideas what I can do?

sounds like a mod giving you trouble. I would try to copy your saves, do a complete reinstall and try to load the save files, they might be f'd though too from the mod. Mods can be a good hobby but I rarely try them for this very reason, other then playing the game as it was inteded to be.

Cheers, I only installed the FCR mod as it was made by one of the devs, sigh...
sounds like it is that, but I uninstalled the game after and reinstalled and deleted all saves before starting a new game.
bit odd.
.
I hve my saves in the cloud so will try them again after reinstalling again.
Don't want to start over really...only at start of chapter 1, but it would be a pain.
