It's not as simple as editing a file I'm afraid. Multi-language support does not appear to be a priority for developers. I speak fluent russian, so if you have any questions, you may ask. There is also a russian board on the forums https://gunsoficarus.com/community/forum/index.php?board=30.0

I actually just brought this up last week, and we discussed it again today.

The current UI (where most of the text is) is not set up with localization support in mind. As the UI is updated and revised for upcoming features, we are planning on also putting in support for translations. Once that is done, getting other languages into the game should be a fairly quick and simple task.

Please note that this is still in a very early state, so unfortunately I cannot give an estimate as to when it will be ready.
