In Enigma's HQ, there is a Jammer keeping you from using your Cryptographic Sequencer. Des anyone know how to take this Jammer down?

Wait a sec, I've found all the green icons in that section of map, gcpd INCLUDED, yet the HQ is still jammed. what am i missing?
