I've been creating new games over and over against one random AI trying to get them both randomly at the same time.That hasn't worked so i turned on exploration events to full and created a custom faction w/ fast ships and hero preferences. When i get one of the two, i immediately hire the first one, send out my 2 initial ships, and create a scout or two to quickly explore the map hoping to get the "random hero shuffle". So far no luck. I considered playing on larger maps (usually i make Tiny-Medium) but the game takes longer to make the maps. Yes, i could just play games normally and hope to acquire them normally but i'm an achievement junkie and i dunno how much longer i'll be in the mood to play ES. Good hunting!
Activating mods disables all achievements.
I still gotta figure out which is the smallest pool to draw from on heroes. I chose the Adventurer and Commander traits on my custom fac, but soon realized i may be pulling from a larger pool by doing that. It might be better for me to pick one or the other (whichever is smaller) since the game is picking from ALL the Adventurers and Commanders.
Fun fact: During my constant "new game, check heroes, quit game, restart game" antics, i realized it's possible to get the Endless Hero twice on your initial draw. O.o

On turn 493 I finally got Tephys
My tips.....set up a game you can dominate easy (for example: spiral 2, newbie difficulty) and push the AI(s) back to their home planets and keep em there. Then just research the academy techs and keep hitting the NEXT TURN button.
This isnt really an enjoyable achievement nor is the match about challenge. Therefore I strongly recommend to select FAST speed as it ll enable you to recruit a new hero every 10 turns instead of 20 as in the normal speed setting.
I got the achievement on turn 250
Before you edit the Hero.xml file make a back-up copy of it, so you can revert back to the original as soon as you get the achievement.
Don't make a mod with this change as mods prevent you from getting any achievements.

I edited my file, but left an admin/adventurer and adventurer/pilot in just for some variety. I was able to get both heroes immediately and just had to get the cash to hire both.
Don't worry about having only 2 heroes in this file as the game will just make copies of each of them so every player can have a full compliment of heroes. So when starting a new game you will likely have 2 of one of them and 1 of the other. You could even end up with all 3 starting heroes as the same one.
Incidentally, this should also be the way for other achievements. Anyone knows the IDs for the endless hero and for glados?
Also, Hero61 and 62 are two copies of the same hero (the hero62 block actually calls hero61) so there is double the chance of getting hero61
But there are two endless heroes, that is, there is an additional different endless hero which is Hero71
