lag? bug or hardware issue?

Anyone else having an issue of the game lagging? I am playing in single player one an 8 core AMD bulldozer and a nvidia 560 ti. It feels like the game is playing slow. The player looks like he is running but it is so slow. the movement has such a delay.

Is this just me? I have more than enough hardware to push this game but this is ridiculous

It's not just you. My friend Rich just bought a new lappy and is having the same problem.
