In my game, best regen is probably Ricardo Sosa, plays for my Spurs side, currently 23yo, finishing (9), heading (13) and marking (13) are his only technical stats below 15. Most of his mental stats are great too, the ones that matter anyway.
Quality regens are everywhere so to speak. France, Spain, Italy, Germany, Brazil, Argentina are where the majority of quality regens come from. England lacks the quality of regens from other countries naturally (it matches up when I save-scum). Africa produces alot of quality regens that can play in your first-team right away.
Japan also produces some quality players from time to time. Eastern European countries also put up some quality regens, but not in the quantity of the above.
Watch out for ones in foreign leagues which arnt good i have had a couple. but he's the best
