When you kill them they usually focus on you to try to prove that they're somehow better. When you kill them again they usually rage quit.
In other games I have played in the past hackers (cheaters is a better word, since they arn't real hackers) are actually somewhat skilled at the game.
They are also amazing at denial and they typically troll fourms, and are quick to defend hackers in general.
My thoughts are if some looser gets his fun from ruining others fun then so be it.
In the end its just a game.
On the other hand, if you think someone is acting suspiciously and it is far beyond lag, then try and grab their Steam name and report them via the players profile on steam.
Also, I have seen something similar in a Death Match but it was just lagg and the person was quite terrible.
