NO, dont pay for it just unlock via gameplay if you play the game a while and unlock the things that suite your gamestyle the best you can be as good as you were if you would have paid

The only things you can't unlock I believe are the themed costumes. Like the cowboy, pirate, and ninja outfits.

If wanna have the liberty to play with any equipment available, to understand the strenght and weakness of each set, YES.
If you dont care to play only with a limited set of weapons, NO

Only a remind, on F2P version you will NOT unlock everything at level 1000.
