Why can't you make two guards shoot each other?

In the last level (as a Rooke sympathizer), I keep trying to wire two guards' guns to shoot each other when they face each other (my light switch connects to one gun and it connects to the other), but one always shoots the other before he can shoot back. There are three guards walking that hallway in a line; it would be great if you could get the three to shoot each other. I was slightly disappointed when I couldn't make it happen.

you have to connect the one who's first in line first and then the second guy and then the third guy. this way the first two will die but you can't kill all three of them with connect their guns.
