I am not sure if this will work, but i will try and help.
when you want to exit the game, hold CTRL and press ESC. after that you should of had gone to your homescreen, when you are at your homescreen, right click the rocksmith tab at the bottom of your screen and click close window.
i always do that when something doesnt close.

edit: Also, happens every single time.
Also pressing ctrl alt del / alt f4 / ctrl esc / task manager does not let you close the program either.
Instead of doing a reboot of the machine tho I press log off and log back on which does close the program and steam. Just a little quicker than doing a full reboot.
I can CTRL+ALT+DEL and try to end process but it takes ~5 minutes for it to finally kill the process.
Even if I successfuilly killed the application, careful observation would reveal one CPU core pegged, locked up on "ntoskrnl.exe!KeReleaseInStackQueuedSpinLock+0x1e0" - only a reboot would solve it.
Knocking on wood here, but it hasn't happened for some time for me.
