Is "Swift Justice" achievement buggy?

I tried many times, but I'm unsuccessful. Both speed and focus are over 85%, but still nothing. Is there any trick to get this achievement? I saw a video on YouTube that the player easily got this for Xbox version by 83% focus and 85% speed, but not same happens for me.

Its about winnig honorable in les than 0.6 seconds, not about percentages directly. But you need almost 100% in order to be fast enough.

100%...! Both focus and speed? Then I should duel with Patt Garret for many times to reach this achievement. :-)) I try to reach 100% and then shot. Maybe It's helpful. Thanks.

Finally, I've managed to get this achievement successfully:

+ Speed and Focus over 80% and you should watch enemy's hand. When the enemy's hand moved, shoot!
