Does having a Full Arcode Mode skill tree effect this?

I unlucked all Skills in the Pistol section but when I play in the RIfle section it doesn't reload when I run or get a full concentration recharge when I hit 6+ Combo... Pls help me out I'm dead on Puzzled...
