How do I change the language?

Excuse me for this ridiculously stupid question, but I would like to experience the game in other languages, yet I appear to be unable to switch them. Options had no "Language" tab, at least that I could see, and right click > Properties didn't help either. If someone can let me know what I'm missing, I'd appreciate it.
