the system shows DLCs correctly. If you pay for DLCs they should show up, as with most games, under the DLC tab for the game in the library. They should, no matter what the game level up requirements are, show up INGAME as well if the game has a DLC list panel/page. The level up rules for a specific game should place a notice on each level like with most games out now, "This DLC is in your inventory but is not accessible until you do or reach X to unlock it". Not something that hard to do but then not every developer, programmer, or production comp' thinks about doing their users a solid like this. Ugh! What can we do? Right?
