do legendaries even drop on normal?

Yes they do, the game dose not take into account the difficulty level that its set on to determine drop rate of legendaries. So you have the same chance on easy as you do on hardcore.

It took me about a 170hrs before I got my first one and some even less time, so it just matters on how lucky you get.

I got mine around 20 hours, on my first game. Somewhere in Vyrax's Tower I think. Guess I was lucky, but I haven't come across anyothers since. (But I've only played about 8 more hours)

im 144 hours in and nothing. lvl 86 engi lvl 89 embermage

edit: playing elite on both toons started an OL on normal

My wife got a legendary on Normal in her first 40 hours. Since then I've logged a lot of hours and have found nothing, but then she hasn't found another one yet. They are exceptionally rare, and from what I've seen, justifiably so.
