steamcommunity servers half-down?

I almost can't get any of my mods to show up when I go to the link that shows all my torchlight ii mods. I literally can't edit a post in a discussion in a mod of mine because it won't show it, it fails to load (And takes forever doing it). When I click on the discussion link to the mods discussion forum, half the time it says there is no such forum. All responses from the server, even when it is working, take forever and a day.

What's going on over there at steam? This is basically an outage.

I had to use the web to log in. Can't use the login window.

ive got the same problems that was steam whos got server problems

it's happening agin today. I think it is starting to happen basically daily at this time. I hope someone over there notices, I can't find how to post a trouble ticket.
