Framerate Cap
Just like many other UE3 games, Batman: Arkham City employs framerate smoothing by default. This has the effect of limiting framerates to 62, which is obviously not useful for performance testing. To get around this, we simply changed the smoothing parameters. In the "..\Steam\steamapps\common\batman2\BmGame\Config\DefaultEngine.ini" file, we modified the "MinSmoothedFrameRate=24" and "MaxSmoothedFrameRate=62" lines, found under the "[Engine.GameEngine]" section. We changed the "MinSmoothedFrameRate" value to 0 and the "MaxSmoothedFrameRate "value to 999. This effectively disabled the 62 FPS cap.
Perhaps you're having problems because your framerate range is not large enough? Try the range above, which sets it from 0 to 999, but leave the SmoothFrameRate at TRUE.

There are a couple framerate smoothing things in a file called "bmengine" in there. Some other files also have some stuff that looks like it's loosely related.
bSmoothFrameRate and the Min- and MaxSmoothedFrameRate parameters appear twice in the file, once under [Engine.Engine], and once under [Engine.GameEngine]. It was the [Engine.GameEngine] one that unlocked it for me. I changed the settings of both (set the Min to 0 and the Max to 999), just to be safe.
Prior to trying any of that, I changed the BaseEngine file in game's system folder just like Mr. Pickle did, but didn't see the framerate unlock. It's definitely the config file in My Documents that does it.
Now that the frame-rate is unlocked, I'm seeing 200 fps in the menus, and around 90 in-game, with peaks up to 140.

Btw, you might have to set the BmEngine file to Read-Only to prevent the re-activation of the fps cap. Doing so will mean you won't be able to change any graphics settings without first removing the Read-Only status.
Unrelated: didn't know there was a "AllowMatureLanguage" setting for BAC. It defaults to False. I switched it to True of course.
